ANKARA - Opening an investigation against the perpetrators in the 7 years since the death of Hacı Lokman Birlik, who was dragged behind an armored vehicle after his murder in Şırnak, was brought to the agenda of the Parliament.
Peoples' Democratic Party (HDP) Şırnak MP Nuran İmir presented a parliamentary question to the Minister of Justice Bekir Bozdağ on the 7th death anniversary of Hacı Lokman Birlik, who was murdered on October 3, 2015.
In the justification of the proposal, "It was determined that Hacı Lokman Birlik was murdered by the Special Operations Police as a result of security cameras and social media posts in Şırnak, and then his body was tied behind a military armored vehicle and dragged. With the emergence of the radio records, it was revealed that 6 police officers were guilty in the incident. In their application to the Şırnak Public Prosecutor's Office about the perpetrators of the incident, the family of Birlik and their lawyer filed a criminal complaint about multiple crimes such as deliberate murder, abuse of power, forming an organisation to commit a crime, insulting the memory of the deceased. However, the prosecutor's office opened an investigation only for 'insulting the memory of the deceased' and even for this crime, the investigation has not been concluded yet."
'INVESTIGATION WAS NOT OPENED'
In the motion, in which it is noted that 7 years have passed since the murder of Hacı Lokman Birlik, despite dozens of applications made by lawyers, no investigation has been opened into his death, "The statement of the then Prime Minister Ahmet Davutoğlu that 6 police officers were dismissed was also reflected in the press. However, it was later revealed that these 6 police officers were on duty in different police departments.
İmir asked the following questions and also asked Minister Bozdağ to answer:
* While torture is a crime against humanity, isn't it an unlawful practice for the judiciary not to do what is necessary about the torture of a dead body in the middle of the street?
* What is the purpose of not prosecuting the perpetrators of Hacı Lokman Birlik, whose dead body was tortured in the memory of the whole society?
* Who is protecting the perpetrators of this incident? While most of the operation commanders of that period were arrested with the FETO operation, which forces are protecting the perpetrators of Hacı Lokman Birlik?
* What is the purpose of not giving an answer about the file to the parliamentary questions we have given to the Ministry of Justice as HDP MPs for 7 years?
* What is the reason for not conducting an effective investigation against the police officers who were identified in the radio conversations of the police officers who murdered Hacı Lokman Birlik and which can be seen clearly in the camera records?
