Cengiz Çiçek, an MP for the Peoples' Equality and Democracy (DEM) Party, has submitted an application to the Grand National Assembly of Turkey's Human Rights Inquiry Commission (İHİK) regarding seriously ill prisoner Önder Poyraz, who is being held at Erzurum Dumlu No. 2 High-Security Closed Prison. 

 

Çiçek also submitted a parliamentary question to the Ministry of Justice seeking information about Poyraz's condition and the reasons he has not been released. 

 

The application to the commission states that Poyraz's health has deteriorated to a level that threatens his right to life. It notes that he is living with a single kidney, which is no longer functioning at full capacity. The application also states that he suffered paralysis following surgeries carried out in prison and has been confined to a wheelchair for more than two years. It further warns that Poyraz remains at risk of suffering another brain hemorrhage and argues that keeping him imprisoned under these conditions is incompatible with the right to life and human dignity.

 

The application requests:

 

* An urgent investigation into Önder Poyraz's health condition, access to medical treatment, and protection of his right to life, including an on-site inspection by a parliamentary delegation at Erzurum Dumlu No. 2 High-Security Closed Prison.

 

* That the Ministry of Justice, the Ministry of Health, and the prison administration provide the commission with all medical board reports, treatment records, imprisonment documents, and information regarding his access to healthcare.

 

* An examination of the alleged violations of his rights to life, health, and humane treatment, and recommendations to the relevant authorities to take immediate administrative and legal measures to protect these rights.

 

* A comprehensive parliamentary inquiry into the structural problems affecting seriously ill prisoners' access to healthcare and protection of their right to life.

 

* That the commission's final report be submitted to the Speaker of Parliament and forwarded to the relevant institutions.
