Only 22 out of 5,216 violation applications examined on-site 2024-11-20 12:28:14 ANKARA - According to the Speakership of Parliament, only 22 out of 5 thousadn 216 violation applications made to the Human Rights Investigation Board regarding violations in prisons were examined on-site.  Peoples' Equality and Democracy Party (DEM Party) Erzurum MP Meral Danış Beştaş submitted a parliamentary question on October 8 regarding whether the violations included in the applications made to the Human Rights Investigation Board by MPs and relatives of prisoners were remedied.   In the motion submitted with the request for a response from Parliament Speaker Numan Kurtulmuş, it was pointed out that the commission responded to the applications without visiting the prisons and prisoners and gave answers stating that the “claims are abstract”. The motion asked how many applications were made to the commission in the 28th term, how many of these applications were made by citizens and MPs, and the distribution of applications according to political parties. In addition, many questions were included in the proposal such as the response rate to applications, how many were returned, the reasons for return, whether the commission conducted on-site inspections in line with the applications, and whether violations were found in these inspections.   5 THOUSAND 216 VIOLATION APPLICATIONS   The Human Rights Investigation Board, which recently responded to the proposal, stated that 5 thousand 216 applications regarding human rights violations were made to the commission in the last 11 months. In the response, it was noted that 1,104 of the applications in question were made by members of parliament, and 4 thousand 944 of the applications were processed.   MHP NEVER APPLIED, AKP MADE 1 APPLICATION   In the response of the Board, it was shared that the Justice and Development Party (AKP) and the IYI Party applied to the commission only once in 11 months within the scope of human rights violations. While the Turkish Nationalist Movement (MHP) did not apply at all, the CHP made 12 applications.   DEM PARTY WAS THE MOST APPLICANT   DEM Party was the party that made the most violation applications. DEM Party made 1,081 applications to the commission regarding violations that occurred in 11 months.   NO APPLICATIONS REFERRED TO THE SUB-COMMISSION   The response stated that if an application is made, it is sent to the Sub-Commission for review and that there is currently no application referred to the Sub-Commission.   ONLY 22 INSPECTIONS   It was noted that a team within the Convict and Detainee Sub-Commission conducted 15 on-site inspections during the period. It was stated that the Children's Rights Sub-Commission conducted 7 on-site inspections.   It was also shared that 130 bills were referred to the commission to eliminate violations, but these bills were not discussed.   NO ANSWER!   In the response of the Board, the answers given by the President of the Assembly Numan Kurtulmuş to 4 questions were also included. Speakership of Parliament responded to questions about whether a monitoring mechanism had been established regarding the responses to applications and whether the commission had fulfilled its duties by saying, "In this context, necessary meetings are being held with the commission chair."   MA / Mehmet Aslan
