ANKARA - IHD Co-chair Öztürk Türkdoğan said Turkey will be held responsible for the crimes the paramilitary forces commit in North and East Syria. Türkdoğan also stated that the victims of these crimes in the region can apply to ECHR against Turkey.

Humans' Rights Association (İHD) Co-chair Öztürk Türkdoğan evaluated the meaning of Turkey deploying military forces in Syria both in the domestic law and the international law. Türkdoğan stated that the cross border operations the government defends to be 'terror operations' can not be explained by the resolution that passed with the votes of AKP, MHP, and CHP.

IHD CO-chair who states that Turkey is directly responsible for the activities of the Turkey backed paramilitary groups, said: "If a paramilitary group supervised by the Turkish Armed Forces commits crimes outside Turkish territory, you are both responsible in terms of your own internal law and international law. Turkey faces with being held responsible and stand trial for these crimes in the future, if not now."

Türkdoğan stating that Turkey is using a soveriegnity authority in Syria, said: "The President often says things like 'in our control, under our governance'. He even decided to open a faculty in Afrin. They have already opened post offices and bank branches. In other words, you have to run your own criminal law in terms of crime and punishment in the territory where you use the sovereignity authority. Otherwise it will be the subject of international law which we call the principle of complementarity. If you do not investigate the crimes committed in a place where you have actual sovereignty and do not make the trial, then it shows that your judiciary is ineffective and international comes into play. International law can come into play with the UNSC decision or with the personal ECHR applications of the victims there. I strongly believe that this method should be applied."

Türkdoğan stating that there is an impunity policy in the judicial system today, said this will not be the case in the
future and all humans' right violations will be the subject of trials.
