Political prisoners are out of the coverage of 3rd judicial reform package 2020-03-22 16:31:09 ANKARA- Together with the 3rd Judicial Package, which includes regulations regarding the execution discount, 100 thousand people are expected to be released while political prisoners were excluded from the coverage. It has been suggested that a consensus has been reached between the AKP and the MHP on the Third Judicial Package, which creates the expectation of "amnesty" in the public. As of yesterday, the package, which is stated to be finalized, as CHP also intends to support. Thus, in prisons that exceed the capacity,  approximately 100 thousand people will be evacuated due to the danger of coronavirus.   According to the regulation, for the crimes before March 1, 2020, the half of the time that will be spent at the execution institution will be reduced and probation will be applied for 3 years, one time only. Thus, via the consensus among the 'Alliance of Cumhur' probation duration is reduced to 3 years. In addition, with the recommendation of MHP, the crime of “Drug Use and Possession and Production of Drugs or Stimulants", which was previously included in the exception crimes, was also included in the coverage of the package.   With another new arrangement, provided that they are not “organization leaders” all the sick prisoners over 60 years of age will benefit from probation and will be applied to these people for the upcoming 4 years. In addition, home sentence will be applied and execution of the sentence will be implemented at home for the the elderly and pregnant women.   The package excludes the regulation, which enables the sentence penalties for the crime of "appraising the terror organizations" to be taken to appeal.   POLITICAL PRISONERS OUT OF SCOPE   Those who cannot benefit from the package execution discounts are as follows: “Terrorism crimes, organized terrorism crimes, deliberate killing, sexual abuse, violence against women and children, genocide crimes, crimes against humanity,  organ and tissue trade, sexual abuse minors, child sexual abuse crimes, the acts, which aim at putting a partial territory of the state under the sovereignty of a foreign state ot at weakening the independence of the state or at spoiling the unity of the state or at seperating some parts of the state territories, acts attempting to replace the order or to prevent the actual implementation of this order stipulated by the Constitution of the Turkish Republic by force or violence, intentional injury, torture and enslavement crimes, crimes against Atatürk and crimes contrary to the Forest Law.
